Setup Windows 11 without an Internet Connection

If you are installing Windows 11 and are stuck on the Let's connect you to a network screen and the next button is greyed out.

You can bypass this by doing the following:

1. Press SHIFT + F10 to open a Command Prompt box

2. Type in the following and then press enter

OOBE\BYPASSNRO

3. This will then restart your computer and then, when you get back to the 'Let's connect you to a network' screen, you will see an option 'I don't have internet' which you can click on

4. On the next screen 'Connect now to quickly get started on your device' select 'Continue with limited setup'
